The Melissa City Council has adopted the city's parks, recreation and open space master plan, titled Melissa in Motion.
A parks master plan is the document a city uses to decide what gets built and in what order. It inventories existing facilities, projects future demand against population growth, and sets priorities that later budgets and bond packages draw from.
For a city adding residents as quickly as Melissa, that sequencing is the practical question. Land is cheaper to reserve before it is developed than to buy back afterward.
The growth behind it
Melissa was among the fastest growing cities in the United States with populations above 20,000 in the most recent Census Bureau estimates covering mid 2024 to mid 2025. Neighboring Celina, Princeton and Anna also placed in the top five.
That ranking is the context for the plan. Parkland standards are usually expressed per thousand residents, so a fast rising denominator means a city can add facilities and still fall behind its own targets.
