Melissa pays the Collin County Sheriff's Office to dispatch for its police and fire departments, and the renewals that set this year's price are on the county Commissioners Court's consent agenda Monday.
The court meets at 1:30 p.m. Oct. 19 on the fourth floor of the Jack Hatchell Administration Building, 2300 Bloomdale Road in McKinney. Each extension is the fifth amendment to its interlocal agreement and covers Oct. 1, 2026, through Sept. 30, 2027.
The two contracts
- City of Melissa (contract 2021-308): $240,759 for dispatch, $2,266 for warrant work and $4,860 in PAWM radio fees, for a total of $247,886.
- Melissa Fire Department (contract 2021-275): $145,125 for dispatch and $5,292 in PAWM fees, for a total of $150,417.
Together that comes to $398,303. The county records the payments as general fund revenue. Either agreement can be renewed for more one-year terms at a rate both sides accept, according to the Sheriff's Office requests.
How the price is set
A fee schedule dated Sept. 24 and attached to the agenda shows the math. It counts 45 police radios for Melissa and 49 for its fire department as of March 1, and charges a PAWM fee of $108 for each radio. The dispatch fee and any warrant charge are added on top.
In a Sept. 23 memo to the court, Sheriff Jim Skinner wrote that the county's Budget and Finance Department works out the fees from radio counts, pre-indictment warrant numbers and other information supplied by his office, to arrive at fair compensation, citing Section 791.011(e) of the state Government Code. He wrote that his office takes no position on the amounts.
