181-acre home rezoning and two downtown commercial requests go to P&Z Oct. 8

Melissa's Planning and Zoning Commission will hold public hearings Thursday on rezoning 180.7 farm acres for single-family homes and turning two downtown residential lots commercial.

A request to rezone about 180.7 acres of agricultural land for single-family homes leads the agenda for Melissa's Planning and Zoning Commission when it meets Thursday, Oct. 8.

The land sits at the southeast corner of County Road 413 and County Road 471. The applicant is asking to change it from Agricultural District zoning to a planned development based on the city's SF-3 single-family residential district, according to the agenda posted Sept. 30. The agenda does not name the applicant or say how many homes are planned.

The commission will hold a public hearing and then make a recommendation; the City Council has the final vote.

Downtown lots

Two smaller cases are in the downtown overlay district, where the city has been planning a walkable mixed-use core and has started its District 46 street rebuild.

  • 2802 McKinney Street: about a third of an acre would move from SF-3 residential to a planned development with General Commercial (C-2) zoning, still inside the Downtown Overlay District's Commercial Mixed Use area.
  • 3311 Fannin Road: a 0.151-acre piece of the Melissa School Subdivision would get the same change, from residential to planned development with C-2 commercial zoning.

Both also go through public hearings before a recommendation to the council.

Other items

The commission will also hear a request to amend the planned development standards on about 1.34 acres roughly 493 feet west of U.S. 75 and Melissa Road, part of a tract covered by two earlier ordinances.

On its consent agenda is a final engineering site plan for Willow Grove, a 32.2-acre project east of the intersection of Willow Grove Way and U.S. 75, which would go to the council as a recommendation if approved.

Meeting details

The commission holds a work session at 5:30 p.m. and its regular meeting at 6:30 p.m. at City Hall, 3411 Barker Ave. Residents can speak for up to three minutes during public comments on any city matter, and during each public hearing on the zoning cases.
